CEI INATrace Cameroon 2025

INATrace open source traceability solution: selection of IT companies for the deployment of INATrace across Cameroon and the development of new features

Context

Following a pilot project carried out in Cameroon between 2024 and 2025, Nitidæ, with the support of GIZ, will roll out the INATrace solution, an open source platform dedicated to traceability, on a larger scale. The aim is to support stakeholders in the cocoa and coffee sectors in Cameroon in complying with the European regulation on deforestation (EURD). Spanning a period of 24 months, the project also aims to structure and energise an open source community around INATrace. Specifically, it plans to equip at least eight operators (cooperatives, exporters, SMEs) with a technological solution that is interoperable, scalable and aligned with international standards.

Object of the Call for Expressions of Interest (CEI)

The purpose of this call for expressions of interest is to identify and gather interest from IT companies based in Cameroon or the sub-region that may be interested in submitting a bid in a subsequent call for tenders. Two types of services are considered:

  • Bundle 1: Deployment, configuration, support and maintenance of the INATrace solution for selected operators
  • Bundle 2: First block of development of new features and improvements to the INATrace solution (open source, AGPL 3.0 licence)
  • Bundle 3: Second block of development of new features and improvements to the INATrace solution (open source, AGPL 3.0 licence)
  • Bundle 4: Third block of development of new features and improvements to the INATrace solution (open source, AGPL 3.0 licence)

Bundle constitution and allocation

Interested suppliers may apply for Bundle 1 only, or for Bundle 1 and Bundles 2 to 4.

For Bundle 1, ideally two suppliers will be selected, unless there are insufficient qualified suppliers, in which case the entire Bundle 1 may be allocated to a single supplier.

If two suppliers are selected for Bundle 1, Nitidæ reserves the right to allocate a variable number of beneficiary operators to each of the selected suppliers.

Bundle 1 (one or two suppliers) and Bundles 2 to 4 will be subject to separate calls for tenders. Bundles 2 to 4 may be grouped into two bundles if necessary.

The terms and conditions for the allocation of bundles will be specified in the tender you will receive at the end of the call for expressions of interest for pre-selected companies.

Desired profile

A technically capable company (Front End – Back End – Architecture – Hosting – Deployment – Training – After-Sales Service) with a proven ability to manage multi-user deployment projects, displaying excellent customer relations and stakeholder validation processes! Make us want to work with you!

Interested companies must meet the following criteria:

Technical skills

  • Proficiency in the following technologies: Docker, Kubernetes, Java, Angular, MySQL, and Linux environments
  • Proficiency in the design and development of hybrid/native web and mobile applications (e.g. Angular, React, React Native, Flutter)
  • Expertise in UI/UX design: designing intuitive user browsing, mobile-first ergonomics, user testing, and accessibility
  • Good knowledge of HTML5, CSS3, SASS/LESS standards, and modern CSS frameworks (e.g. Bootstrap, Tailwind CSS)
  • Experience in responsive integration and front-end performance optimisation (Core Web Vitals)
  • Knowledge of REST/GraphQL APIs and interoperability with third-party systems
  • Proficiency in complementary back-end frameworks (Node.js, Spring Boot, Django or equivalents)
  • Application security skills (authentication, role management, data encryption)
  • DevOps best practices, experience in implementing CI/CD tools for rapid development and deployment of mobile and web applications

Experience

  • References in the deployment or development of open source solutions
  • Experience in the agricultural sector, ideally in value chain traceability (cocoa, coffee, cotton, timber, etc.)
  • Good understanding of the functional requirements related to traceability and EUDR compliance

Organisational skills

  • Qualified team available for the project (CVs requested)
  • Ability to work in Cameroon and provide responsive technical support

Other strengths

  • Experience in the operational deployment of INATrace
  • Physical presence in Cameroon or the sub-region
  • Proven commitment to open source communities
  • Agile methodology (Scrum, Kanban, etc.) preferred

Exclusion
Self-employed individuals who are not registered as a business, or businesses with fewer than seven employees and a turnover of less than 35,000,000 CFA francs over the previous two years, will not be considered.

  2. A presentation of the company (company name, location, areas of expertise, relevant experience)
  3. References of similar projects completed (with contacts for verification)
  4. Key Curriculum Vitae (CVs) of the proposed team
  5. Commercial registration certificate of the company
  6. Any complementary pieces of information deemed relevant
